For instance, it is now against the law to use a cell phone or other handheld wireless communication device while operating a moving motor vehicle in the State of Utah. See Utah Code Ann. 41-6a-1716. Failing to wear a seatbelt in the State of Utah is now a primary offense. Meaning, that police are now authorized to pull you over for not wearing your seatbelt. It is difficult to turn on a television, go to a movie, or even check your email without a friendly or sobering ad or public service announcement reminding us of the dangers of distracted or impaired driving and the importance of seat belts.
